Summary You will serve as a SUPERVISORY HUMAN RESOURCES SPECIALIST (LABOR/EMPLOYEE RELATIONS) in the YOKOSUKA HUMAN RESOURCES OFFICE, INDOPAC OPC of OCHR OVERSEAS PROGRAM CENTER . Responsibilities You will plan, organize, direct, coordinate and supervise the activities of the employees engaged in accomplishing assigned functions in support of the US and local national (LN) civilian personnel programs. You will represent assigned commands on all matters pertaining to Labor Relations and Employee Relations (LR/ER) related issues. You will perform LR/ER advisory services including working with management in resolving complex employee/management relations problems, advisement on disciplinary actions, workers compensation, performance management, and coordinate with EEO You will provide in-depth advice, guidance and consultation on LR/ER programs to serviced commands for direct hire Local National (LN) employees. You will provides comprehensive, authoritative interpretation and guidance as set forth by National/Local Labor Contracts, agreements, Host Nation Laws, and higher Navy echelon instructions on the LR issues governing the LN labor management. You will research and prepare in-depth reports detailing current status of labor-management relations, potential problem areas, and provide recommendation for establishing procedures and or resolves individual issues. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing oversight and program management of US and host nation civilian personnel programs which involves development, analysis and evaluation of HR labor and employee relations programs, employee development and training, in order to resolve critical problems and develop new concepts and methodologies..
